Program Management Support at the Minimum Security Clearance Level
Under this contract, New Editions Consulting provides support to the DHS Section 508 Program Management Office (PMO). The Section 508 PMO Program Manager is part of the senior leadership of the Office of the CIO. New Editions is helping the Department focus on the upfront accessibility issues required by Section 508 as well as on its Section 501/504 accommodation responsibilities. New Editions has two employees on site at DHS and additional staff who develop Section 508 training.
The Section 508 PMO is the central coordinating organization at DHS concerning Section 508 compliance. New Editions’ support includes:
- Participation in official meetings
- Performance of all activities required for the Section 508 PMO coordination efforts within DHS and components, including continued education and expanded outreach, specialized consulting, Section 508 compliance and accessibility testing using assistive technology, and technical Section 508 Helpdesk support;
- Preparation and review of documentation and generation of reports to meet Section 508 compliance requirements. This includes Department of Justice (DOJ) reporting requirements stipulated in the DOJ Self Evaluation process and other oversight organizations requiring Section 508 reporting.
The requirements of the contract include a comprehensive knowledge of all provisions of the Section 508 standard and how to apply/test for conformance in internally developed and procured electronic and information technology. New Editions staff assigned to this contract have:
- Experience in applying the requirements of Section 508 to complex electronic and information technology projects throughout their entire life-cycle;
- Experience in the use of manual inspection techniques, assistive technologies, and automated tools for Section 508 compliance testing of web and software products;
- Experience developing and remediating fully accessible, Section 508 compliant web content, including static websites, dynamic sites, and web-applications;
- Knowledge of assistive technology features and functions;
- Experience in the development of educational resources, such as white papers, tutorials, presentations, and classroom and web-based training;
- Experience presenting information about accessibility topics in various settings including, but not limited to, small briefings, seminars, extemporaneous speaking, symposiums, one-on-one situations and more;
- Experience producing fully accessible documents in alternate formats including, but not limited to HTML, Daisy, Braille, large-print, and audio;
- Experience in applying the requirements of Section 508 throughout all phases of the procurement process, including requirements gathering, market research, product evaluation and selection, and acceptance testing.
