Multiple Award Task Order Contract (MATO)

New Editions was awarded a Multiple Award Task Order (MATO) contract with the Department of Education. The new task order contract is for analytical support for policy analyses, statistical analyses, and evaluations.

Research and Policy Analysis/Assessment

Policy analyses will focus on current major educational policy issues to support ED’s internal decision-making. Policy assessments will focus on emerging issues and future directions to inform ED’s planning. Typical products may include preparing background papers, literature reviews, analyses of knowledge gaps, and formal briefings. Some of this work may require a quick turn-around.

Research and Evaluation Design, Data Collection and Analysis

In this area, ED may solicit support in conducting systematic program evaluations of program operations, practices, or environment to facilitate program monitoring and improvement. This will include application of sound research design principles, instrument development, preparation of OMB clearance packages, and actual data collection. A range of scientific methods may be used as appropriate to the goal.

Performance Measurement

Work that may be required in this area relates to the effective implementation of GPRA in ED offices and agencies. Activities may include collection and analysis of program performance data, field reports, technical assistance, and dissemination of sound methods used by ED.

Program Assessments

ED may require program assessments that define issues or problems with current programs through analysis of existing data. Products may be program redesign, “best practices” documents, and efficiency or effectiveness reports.

Other Technical Support

ED may require a wide range of other support, such as translation and interpretation, product development and distribution, audio and video support services, videotape duplication, conference planning and support, technical assistance, and webcasting. New Editions brings years of successful experience in these areas. We are experts in planning and conducting conferences and meetings of all kinds and we specialize in accessible conferences for persons with disabilities. In terms of communications, we offer a range of services, specializing in accessible broadcasts and alternate formats for publications. We also offer language translation and interpretation.

The award is simply a mechanism for ED to request proposals from the firms that have won the contract. The MATO contract is for all offices at the Department of Education and is valid for three years.
