Outcome Assessment of the START-UP USA Program
New Editions is conducting an outcome assessment that examines the START-UP
USA program, a three-year, $5 million multi-state initiative designed to increase
the numbers of youth and adults with disabilities who are self-employed. New
Editions examines the extent to which the three sub-national projects have developed
policies and practices that promote systems change resulting in an increase in
the numbers of individuals with disabilities becoming self-employed. An
open systems model of evaluation is used.
