Management Team

Our Management Team brings proven experience and sound judgment to every engagement.

New Editions’ dynamic and compelling corporate management and administrative staff are dedicated to the attainment of our clients’ objectives and goals. The expansive and diverse backgrounds of our team of professionals allow us to examine all aspects of each project and to implement unique and creative solutions for every client.

President, Shelia S. Newman

Ms. Newman, founder of New Editions Consulting, Inc., is responsible for corporate strategic planning and business development in the areas of health and disability policy and services, program management, and accessible technology.

Ms. Newman has managed numerous federal projects for the National Institute on Disability and Rehabilitation Research (NIDRR), the National Council on Disability (NCD), the Department of Agriculture, the Social Security Administration, the Department of Transportation, and for other human service agencies. Ms. Newman has managed the development of research and statistical reports and several large policy conferences for the Social Security Administration. Ms. Newman has many years’ experience in communication, information dissemination, project management, and program development. She is a member of the National Council of Women Business Owners.

Vice President, Elizabeth Tewey

Ms. Tewey assists the President with corporate strategic planning and business development. She oversees disability, health and program management contracts. Ms. Tewey has 20 years of progressive management experience in project management, program development, research, dissemination and training, and technical writing in disability and rehabilitation-related service areas. She has successfully managed large task order contracts and information dissemination/technical assistance programs for various research projects for many years. She provided programmatic leadership, client interface, operations and fiscal management, and quality control for these contracts. She has directed research studies, program evaluations and technical assistance projects related to disability. She has prepared technical reports, policy analyses, and proceedings documents and published in the area of assistive technology. Her programmatic areas of interest include family and child health issues, Federal performance assessment policies, assistive technology, and information dissemination. She is a member of the American Public Health Association.

Principal, Cindy Ryan

Ms. Ryan has over 20 years of experience in various aspects of information technology, including telecommunications, information management, and technical writing. Her extensive technical skills enable her to assess customer information needs and manage a broad spectrum of IT projects. She has over 15 years of experience in the disability field with various responsibilities in managing web based data management tools for disability and rehabilitation research agencies, Section 508 compliance and training projects, and planning and conducting accessible meetings and conferences. Ms. Ryan currently manages support contracts for the Department of Homeland Security’s Office on Accessible Systems and Technology, and the Department of Veterans Affairs Section 508 Electronic Information Technology Testing Project.

Senior Research Manager, Christine Domzal

Christine Domzal, Ph.D., has extensive experience in survey research methods, questionnaire design, program evaluation, data analysis and policy analysis. She also has substantive expertise in social psychology, attitude and opinion research, and disability policy. She has a thorough understanding of the Government Performance and Results Act (GPRA) and the OMB Program Assessment Rating Tool (PART) requirements for research and development programs. All of her research experience has involved evaluation and program analysis for the purpose of program improvement, and she has designed several planning and evaluation efforts, including defining the scope of the review, organizing and synthesizing evidence, and developing questions for expert panels. She also has survey research management experience including responsibility for projects from initial client consultation to final reporting. Dr. Domzal holds a Ph.D. in Applied Social Psychology from The George Washington University.

Senior Economist, Minh Huynh

Minh Huynh, Ph.D., is trained as a labor economist and has experience in policy evaluation, program development and research, and employment research.  He has extensive experience working with large survey and administrative datasets and building microsimulation models of the SSI and OASDI federal programs using those data.  He has published in the areas of SSI, SSDI, earnings inequality and earnings mobility, employment of older and disabled workers, and long-run earnings and retirement distributions among older workers. From 2001 to 2004, Dr. Huynh served as Economic Editor for the Social Security Bulletin, overseeing publication of all refereed journal articles in the Bulletin. Dr. Huynh holds a Ph.D. in Economics from Boston College, with specialization in labor economics and applied micro-econometrics.

Creative Director, Kathryn Becker

Ms. Becker provides New Editions Consulting, Inc. with a technical and design background that includes work in both traditional and new media, such as creating marketing collaterals and designing web pages and mid-level scripting. Her degree is in Communications/Public Relations with minors in Marketing and Design. She began her career as a traditional designer, creating logos, marketing materials, large-format displays and multi-media presentations. She has been designing, coding and maintaining web sites since 1996. Ms. Becker continues to add to her education by taking courses from a local technical school as well as Macromedia University. Since 2000, she has worked to ensure that her sites are functional, attractive, useable and still fully accessible by following 508 rules, W3C WAI and Usability standards, Bobby guidelines, and using CSS wherever possible. Some of the sites she has designed and helped maintain include the Newspaper Association of America, the Association of Postconsumer Plastic Recyclers, eOriginal, the Presidents Committee on the Employment of People with Disabilities (now known as the Office of Disability Employment Policy), the Americans with Disabilities Technical Assistance Centers, the Employer Assistance & Recruiting Network (EARN), the U.S. International Council on Disabilities, and numerous small sites for the National Institute on Disability and Rehabilitation Research. She has also developed web based training for the National Aeronautics and Space Administration.

Business Director, Tracy Turner

Ms. Turner is experienced in contract administration, proposal preparation, financial budgeting, and accounting. She develops business proposals and assists managers in preparing technical proposals. She is the contact with clients for all contractual and financial issues. Ms. Turner monitors all contract budgets and develops estimates-to-complete for project managers. She assists the accounting department with invoice generation, accounts payable, accounts receivable and payroll. Ms. Turner also performs various tasks on contracts such as formatting, conference support, editing, and research.
