Professional and Technical Support for Programs for Vulnerable Populations

New Editions provides professional and technical support to field Missions and USAID/Washington through the Office of Democracy and Governance in the Bureau for Democracy, Conflict, Humanitarian Assistance (DCHA/DG), which manages five congressionally directed programs: Displaced Children and Orphans Fund (DCOF), Leahy War Victims Fund, Victims of Torture Program (VTF), Wheelchair Program and Disability Program.

Management of Federal Diabetes and Vision Exemption Programs (DVEP)

New Editions provides operational and management support to the Federal Motor Carrier Safety Administration (FMCSA) for their DVEP initiative. The Transportation Equity Act for the 21st Century (TEA-21) provides the legislative umbrella for establishing and operating the DVEP which provides exemptions for interstate drivers meeting the programs’ guidelines. Through this program drivers are offered the opportunity to fully participate in their careers.

Technical Assistance on Annual Report to Congress for the Office of Special Education Programs (OSEP)

New Editions coordinates and prepares a series of complex, accessible reports appropriate for Congress that meet requirements under the Individuals with Disabilities Education Improvement Act of 2004 (IDEA). Tasks under this five-year contract include analysis and presentation of state- and national-level data on the implementation of special education programs; technical report writing and editing; design, layout and production of large government reports; and production of accessible reports and web sites that exceed Section 508 accessibility standards. We team with Westat, Inc.

National Clearinghouse of Rehabilitation Training Materials and Webinar Support

New Editions manages the Rehabilitation Services Administration’s (RSA) National Clearinghouse of Rehabilitation Training Materials (NCRTM) - www.ncrtm.ed.gov - and technical assistance webinars. The NCRTM is RSA’s gateway to technical assistance and training providing up-to-date reliable training materials.

Technical Assistance and Support Service to Improved Reentry Demonstration Grantees

The vast majority of the approximately 10,000 individuals returning to the community from prison each week lack the education and skills for even entry-level employment. Research from the Department of Justice indicates a link between academic failure and delinquency, violence, and crime. Those re-entering the community after incarceration face a system of silos between corrections, education and the workforce system. This contract seeks to support reentry education models based on the best available evidence and theory and building on Department work in this area.

Logistical, Administrative, Technical Support and Analytic Guidance for the Interagency Committee on Disability Research (ICDR)

New Editions provides a wide range of program support to ICDR. ICDR's mission is to promote coordination among federal agencies that conduct research or implement policy around disability issues. Under contract with the National Institute on Disability and Rehabilitation Research (NIDRR), we support web and member collaboration sites; design and manage databases; coordinate meetings for five subcommittees and the executive committee; plan and conduct three state-of-the-science meetings annually; design member outreach activities; and prepare analyses and technical reports.

Management and Information Systems Support for the National Institute on Disability, Independent Living and Rehabilitation Research (NIDILRR)

New Editions provides planning, evaluation, research, technical assistance and logistical services to support the National Institute on Disability, Independent Living, and Rehabilitation Research's (NIDILRR) program planning and improvement and to meet accountability requirements. We provide program management and evaluation support to NIDILRR formative program reviews for its grantees and to its external evaluation program. We complete literature reviews, policy analyses, inventories and secondary data analyses.

Technical Assistance for Self-Directed and Home and Community Based Services (HCBS)

New Editions provides technical assistance to state agencies on HCBS mechanisms, program design, service delivery systems and self-direction services. Under contract with the Centers for Medicare & Medicaid Services (CMS), New Editions specifically provides assistance to states seeking to develop or improve home and community based services under a variety of channels: Sections 1915(c) and 1115 waivers and Sections 1915(i), 1915(j) or 1915(k) State Plan Amendments. Technical Assistance for Money Follows the Person (MFP)

Enacted by the Deficit Reduction Act of 2005, the MFP Rebalancing Demonstration is part of a comprehensive, coordinated strategy to assist states, in collaboration with stakeholders, to make widespread changes to their long-term care support systems. This initiative assists states in their efforts to reduce their reliance on institutional care, while developing community-based long-term care opportunities, enabling the elderly and people with disabilities to fully participate within their communities.

Long-Term Services and Supports Technical Assistance for the Administration on Community Living (ACL)

Through coordination across multiple projects, New Editions works collaboratively to provide expert technical assistance and guidance to ACL, their grantees and partners, and other Aging Services Network organizations at the state, sub-state and community levels. Under a subcontract with The Lewin Group, New Editions coordinates relevant ACL activities with the initiatives of the Centers for Medicare and Medicaid Services (CMS) Money Follows the Person (MFP) Technical Assistance Center.

Management of AbleData

New Editions operates AbleData, the premier resource for objective information on assistive technology (AT) and rehabilitation equipment available from domestic and international sources, for the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR). New Editions designs and maintains the AbleData website and its extensive content of products, solutions and resources that assist people in being more independent and productive. New Editions is responsible for managing and producing detailed descriptions and specifications on thousands of AT products.

Section 508 Program Management Support for the Office of Accessible Systems and Technology (OAST)

New Editions provides technical support to the OAST in addressing the accessibility of electronic and information technology (EIT) under Section 508, as well as its accommodation responsibilities under Sections 501/504.

Section 508 Compliance and Survey Support Services for the Transportation Security Administration (TSA)

New Editions is helping IBM ensure TSA's compliance with Section 508 by providing policy support, compliance testing, validation, and verification and technical assistance and training. Under this contract, we perform the following key duties for TSA:

Technical Development of the Disability Equality Index

New Editions developed functional requirements and built the Disability Equality Index (DEI) (www.disabilityequalityindex.org) survey tool system and website. The DEI is a national, transparent benchmarking survey tool that offers Fortune 1000 businesses an opportunity to measure their disability inclusion policies and practices.
